And where it does not.

Good for: roads with no grid nearby, rural roads, parks, paths, temporary sites, and places where trenching costs more than the solar kit.
Less good for: main roads that need high light levels, sites shaded by trees or buildings, and places where theft of panels and batteries is common.
Europe: In northern Europe, winter sun is very low. Peak sun hours in December can be under 1. Solar lights there need large panels and batteries, or must dim deeply in winter. Southern Europe is much better.
Middle East: Sun is excellent all year. The problems are heat and dust. High temperatures shorten battery life, and dust on panels can cut output a lot in days. Plan cleaning, and keep batteries out of direct sun.
South Asia: Sun is good for most of the year, but monsoon months bring many cloudy days in a row. Size the battery for monsoon autonomy. India's MNRE publishes specifications for solar street lighting systems used in public programmes.
USA: Good in the Southwest and South. Harder in the North in winter. Snow on panels stops charging. Use a steep panel angle in snowy areas.
